About the Region

The region of Kardzhali covers an area of 3,216 sq. km in the southeastern part of the Republic of Bulgaria , representing 2.9 % of its territory. It is situated in the South-central planning region (NUTS BG 22). It is bordered on the west by the region of Smolyan, on the north by the regions of Haskovo and Plovdiv respectively, and on the south and southeast by the state border with the Republic of Greece . 

The administrative-territorial boundaries of the region of Kardzhali hold seven municipalities: Ardino, Dzhebel, Kirkovo, Krumovgrad, Kardzhali, Momchilgrad, and Chernoochene. 

The length of our common border with the Republic of Greece is about 90 km. The region’s border location enhances its opportunities to develop. First of all, this location accounts for the region’s considerable potential for trans-border cooperation. Next, the region’s outlook for development is linked to the opportunities to integrate the region of Kardzhali with the neighboring regions and the prerequisites for jointly utilizing resources and potentials for development.  


Through region of Kardzhali territory, the Pan-European Transport Corridor (PETC) #9 passes: Helsinki - St. Petersburg – Moscow / Pskov - Kiev-Lyubashevka – Kishinev – Bucharest – Ruse – Dimitrovgrad - Makaza Pass-Alexandrupolis. The international traffic flow is handled via the Kapitan Andreevo border check point because the Haskovo-Kardzhali-Podkova-Makaza Pass sector is still not functioning due to the Makaza Pass ’ still incomplete state. The absence of border check points along some of the corridors, as is the case with PETC #9, do not allow them to function as international corridors, that is, a PETC gets “severed”. The construction of the Makaza border check point and the reconstruction and modernization of PETC #9’s compound infrastructure will establish this North-South direction as a competitive route across Bulgarian territory linking the Baltic Sea to the Northern Sea, resume the transfer of people and cargos along the Russia/Rumania/Bulgaria-Greece axis and the region of the Aegean Sea . 

 PETC #9 across our southern border will greatly influence the regional development of the South-central planning region, including the region of Kardzhali. The opening of the Makaza border check point will encourage the cooperation between the two border regions, the distance between Kardzhali and Komotini will be considerably decreased (228 km and 112 km respectively). 

 The distance between the region center, Kardzhali, and the closest active airport, Plovdiv , is 100 km; it is 133 km between it and the closest border check point, Kapitan Andreevo; and between it and the closest sea port it is 255 km.
